Isabel Alfaro is a sexy newbie CIA Agent. She was born in Mexico, but studied all her life in the USA, joining the CIA. She is engaged to Boyd Sorenson, another CIA Agent. Isabel is called to return to her native country, and go to work undercover at the US Embassy. Isabel has a degree in Arts and will take care of the Embassy's culture area, promoting artistic exhibitions at Mexico City. But in fact she was recruited by veteran and decorated Agent Wayne Addison.
Wayne is the CIA Agent sent to work in a joint Task Force with the Mexican Government called Mexican-American Anti-Drug Trafficking Fusion Center. The Fusion Center operates to combat drug trafficking in Mexico - and its main target is Rafael Bautista - "El Senor de las Sombras", leader of the Guerrero's Cartel next to his youngest brother Enano.
Wayne personally requested the recruitment of Isabel - "Isa" - to assist him in this mission. Isabel joins him believing that she was recruited to capture Bautista, but discovers that Wayne is directing an "Unauthorized Operation": Wayne found that Baustista recruited and trained a child years ago for that child today to become Mexico's top Presidential Candidate. That child, today an adult is Eduardo "Lalo" Yzaguirre - son of former Presidential Candidate Eduardo Yzaguirre Senior - Killed years ago during a Rally.
Wayne wants to prove that Lalo Yzaguirre, the current mayor of Mexico City - is working together with one of Mexico's biggest drug traffickers - to together assume the Presidency of Mexico. For this he brought Isa, Lalo's ex-girlfriend - now a sexy CIA Agent - to seduce Lalo and discovers the truth.

Lalo guarantees that Narcotrafficking will not reach Mexico City while he is mayor. At the airport, Isabel Alfaro arrives from the USA. She is the new employee of the Embassy - but she is actually a spy for the CIA. She calls Boyd, her fiance, in the U.S. to let him know that she's arrived in Mexico City. At the airport she meets Wayne Addison, another CIA agent and her new boss. Their mission is to "find, fix and eliminate" Rafael Bautista, chief of Guerrero's Cartel in conjunction with the joint "Mexican-American Anti-Drug Trafficking Fusion Center". Bautista and the Guerrero's Cartel is in war with other cartel called "North Federation" - Rafael nickname is "El Senor de Las Sombras" (Shadow's Mister). He and his brother Enano, controls the Cartel. They just exterminated another competing cartel, "Baja's Cartel", killing all members, relatives and kids. They are the "devil in earth". Lalo fires Javi, his chief of staff. Wayne asks Isa to hide his engagement ring. They are going to talk to Wayne's informant, "El Cocodrilo" ("The Aligator") - Coco - in a very dangerous area.Coco is the leader of a gang. Coco's watchmen say the boss is missing. Wayne finds out that Isa meets Mayor Lalo. More than that, they were lovers. Wayne finds a way to make the two "accidentally" meet on the street. Wayne wants Isa to infiltrate the government and make Lalo work for the CIA. But Isa says that Lalo is the most honest guy she has ever met. Lalo invites Isa to a party at the Numismatic Museum. Wayne goes along. He will be the "Cultural Attaché". Bautista recruits young people. He will be next Mexico's President. Wayne takes Isa home. He tells Isa to be careful at the entrance to his house, because he installed a bomb on the door. Isa thinks it's funny, but Wayne says it's true. There she sees a tattoo on Wayne's arm, the same one worn by members of the Guerrero Cartel. She suspects that he is not her boss, and the two fight. Wayne immobilizes Isa and ensures that they are on the same side. Isa "believes" but then talks to Boyd, her fiance, who also works for the CIA. Boyd says Wayne is a decorated and respected agent in the CIA but Isa says she will report him for not following the rules. At the party, Wayne and Isa are undercover. Isa talks to Lalo. He's with his wife, Veronica. After talking to Lalo, Isa sends a message to Boyd, her fiance. Wayne finds Coco. Bautista and "the Scorpion" - North Federation's boss - will meet. Wayne tells Isa that Coco is planning a meeting between Bautista and the Federation, but that will be a trap. Coco and the Federation will try to kill Bautista. Wayne wants to find out where the meeting will be. They begin an unofficial operation to try to capture Bautista. But the operation went wrong, Bautista tricked the police by leaving a fake cell phone to be tracked with the young man he had recruited early. Bautista meets with Coco and his men. He kills Coco and a massacre begins. Wayne says the only way for the young man not to be killed by Bautista is if he gets shot by the police. Otherwise, Bautista will find it strange. Isa doesn't agree. But there is nothing to be done. Isa arrives for the first day of work at the Embassy. Isa decides to denounce Wayne's procedures, but Boyd sends her an email that changes everything. She discovered that it was Wayne who "demanded" her presence in the case. Why? She is a simple analyst, she has never worked in the field in a mission. Wayne tells her the truth. Wayne shows a video where Coco says that Bautista recruited a young man as a child and trained him to be the new President of Mexico. Everyone wants to know what the mayor will do. Isa sends an email to Lalo, she has information about the embassy. The ambassador is going to put the capital on a risk alert for tourism. At Fusion Center (Mix Operation Center between US and Mexico) -Wayne meets the new commander, Admiral Augustin Romero. Isa calls her fiancé, Boyd. She warns that everything is fine and that she did not report Wayne. She overreacted. She wants to know if Boyd can help her with Bautista's investment information. At Fusion Center, they find a car that belongs to the Guerrero Cartel. They follow the car by satellite to try to discover the Cartel's hideout. The President Antonio Trueba asks to speak to Lalo. Lalo wants the President to leave investigations of the massacre with the city. But President Trueba sees a political opportunity and is not willing to share the investigations with the city.Isa finds out that Natalia Portillo is Bautista's investment manager. Lalo tells the press that he is working together with the President. A reporter asks if this is true, as the President has just congratulated the Federal Police - ignoring the City Hall. Lalo then decides to expose everything, and says that the President did not accept the joint work, because he wants to turn the case into politics. Lalo says the President thinks Capital belongs to him, but he will fight in court for the right to conduct investigations for the people of the capital. President Trueba is indigent with the "Brat" - and promises retaliation against the city by blocking around the capital and imposing a curfew on the capital. Fusion Center sent a Task Force to the Cartel's alleged hiding place. It's an ambush! Isa finds Natalia, Bautista's investment manager. Wayne abort the operation and saves everyone. He wants to know if she has any new information about the risk alert for tourism and Isa says that the ambassador withdrew. Lalo wants to show that it is safe to walk the streets and ignore the curfew imposed by the President. He walks alone with other citizens. Boyd calls Isa, He will going to Mexico City soon. Wayne talks to Chema, another informant, then his cellphone rings. It's "Rafa". Bautista warns Wayne. He sends pictures of the bomb explosion. He's monitoring Wayne.

She gets her cell phone. Pamela exchanges the dog's collar with another one with a wiretap. Lalo wants to do everything to free the hostages. He communicates secretly with Bautista. Isa thanks Pamela and asks her not to change her routine and keep going to work for a while. Isa finds out that Boyd is investigating Wayne's informants. Eva,"La Nina Santa" ("Saint Girl"), a girl considered a miracle worker, arrives to give the blessing to Bautista and his men. Lalo calls Isa, he wants to know if she knows if the Fusion Center may be working on the case. She says she doesn't know anything. She does not have access to this information. The Fusion Center sends a Task Force to capture El Iguala, but he kills himself. With the operation failing, Admiral Romero decides to arrest Natalia. Isa and Wayne are against it, as this will expose Pamela and Natalia probably doesn't know where Bautista is hiding. But the Admiral has already made his decision. Bautista gives an order. His men on the street start shooting in the direction of captivity. SWAT are warned and Lalo goes with them to captivity. Admiral Romero is about to invade Natalia's mansion when Isa warns about the shooting. The Task Force gives up on invading Natalia's mansion and goes to the shooting site. There, SWAT receive information that the Task Force is going to take over the operation, but Lalo wants them to invade the captivity first. Lalo wants to be the "Hero". In captivity Bautista kills one of the hostages, to avenge the death of El Iguala. Bautista kills his brother Enano, because he suspects that Enano is a traitor. Enano drinks a lot and can't keep a secret. Bautista escapes through a secret passage - and his men are all killed. The hostages are released. In the office, Wayne sees a "TOP SECRET" report on his desk. Lalo is received as a hero by his wife: He saved two people. The news of the rescue spreads. Lalo is considered a hero. SWAT,under the command of the mayor, saved two people and killed Bautista's brother. Wayne tells Isa about the report. Boyd is investigating Wayne's informants. She tells Lalo that she found out that he worked for Bautista. She shows the recording to Lalo. Lalo denies that it is him. He says that spying on the mayor is not well regarded in Mexico. Isa shows the recording to Wayne. They finally found out that Lalo was working with Bautista. Lalo is outside talking to the President, when the President is shot. Lalo is saved by security. The President died. Veronica says to Lalo: "We don't have much time to make you president ."
