Isabel Alfaro is a sexy newbie CIA Agent. She was born in Mexico, but studied all her life in the USA, joining the CIA. She is engaged to Boyd Sorenson, another CIA Agent. Isabel is called to return to her native country, and go to work undercover at the US Embassy. Isabel has a degree in Arts and will take care of the Embassy's culture area, promoting artistic exhibitions at Mexico City. But in fact she was recruited by veteran and decorated Agent Wayne Addison.

Wayne is the CIA Agent sent to work in a joint Task Force with the Mexican Government called Mexican-American Anti-Drug Trafficking Fusion Center. The Fusion Center operates to combat drug trafficking in Mexico - and its main target is Rafael Bautista - "El Senor de las Sombras", leader of the Guerrero's Cartel next to his youngest brother Enano.

Wayne personally requested the recruitment of Isabel - "Isa" - to assist him in this mission. Isabel joins him believing that she was recruited to capture Bautista, but discovers that Wayne is directing an "Unauthorized Operation": Wayne found that Baustista recruited and trained a offspring years ago for that offspring today to become Mexico's top Presidential Candidate. That offspring, today an adult is Eduardo "Lalo" Yzaguirre - son of former Presidential Candidate Eduardo Yzaguirre Senior - Killed years ago during a Rally.

Wayne wants to prove that Lalo Yzaguirre, the current mayor of Mexico City - is working together with one of Mexico's biggest drug traffickers - to together assume the Presidency of Mexico. For this he brought Isa, Lalo's ex-girlfriend - now a sexy CIA Agent - to seduce Lalo and discovers the truth.

Lalo guarantees that Narcotrafficking will not reach Mexico City while he is mayor. At the airport, Isabel Alfaro arrives from the USA. She is the new employee of the Embassy - but she is actually a spy for the CIA. She calls Boyd, her fiance, in the U.S. to let him know that she's arrived in Mexico City. At the airport she meets Wayne Addison, another CIA agent and her new boss. Their mission is to "find, fix and eliminate" Rafael Bautista, chief of Guerrero's Cartel in conjunction with the joint "Mexican-American Anti-Drug Trafficking Fusion Center". Bautista and the Guerrero's Cartel is in war with other cartel called "North Federation" - Rafael nickname is "El Senor de Las Sombras" (Shadow's Mister). He and his brother Enano, controls the Cartel. They just exterminated another competing cartel, "Baja's Cartel", killing all members, relatives and kids. They are the "devil in earth". Lalo fires Javi, his chief of staff. Wayne asks Isa to hide his engagement ring. They are going to talk to Wayne's informant, "El Cocodrilo" ("The Aligator") - Coco - in a very dangerous area.Coco is the leader of a gang. Coco's watchmen say the boss is missing. Claudia says that she is not willing to believe anything he says and shows Boyd. Boyd interrogates Wayne about his travel to Guatemala. Wayne says the informant moved the location to Costa Rica. Claudia says she wants to speak to him in person. The Guerrero Cartel captures La Toranja's Wife and Son. La Toranja is a member of The Federation. Wayne warns Isa that he needs to "find an informant" to pretend to be the false informant to talk to Claudia. He asks Isa to go after another informant named Nestor. Isa argues with Boyd. She is upset with him for following up on the report against Wayne. Veronica's mother is worried about her and Lalo. She feels that Lalo is hiding something - who knows, maybe he's not having an affair with that "old friend"? Wayne continues to be questioned by Boyd. The talk is not very friendly between them. Suspicious that her husband is having an affair, Veronica begins to search her things. Isa goes after Nestor, the informant. Nestor says he needs to snort cocaine and calls to buy. Isa says that it is taking too long and says that she will buy the drug for him. Veronica discovers that Lalo was taking testosterone to avoid having offsprings. Isa goes to buy the drug for Nestor and is inspected by the dealer - they want to screw her, but Isa gets the drug and escape. Néstor is ready or almost ... he starts to overdose. Wayne is with Carla and Boyd at the meeting place. Wayne calls Isa. Isa tells him that Nestor won't be able to go to the meeting. With nothing to do, Wayne is ready to tell the truth, but an "informant" arrives. Boyd apologizes to Wayne e leaves the place. Claudia wants to know the truth. She arranged for an "informant" to convince Boyd to drop the report. Lalo calls Jimena. He asks her to follow through with her case. He doesn't know what can happen to him. Lalo is going to speak to the President. At the last moment, Lalo gives up on poisoning the President. La Toranja discovers that his wife and son have been kidnapped by the Guerrero Cartel. Isa says to Wayne to leave the mission behind, they only have one more week to stay in the country. Back to office, Isa finds out that Gemela was murdered. Wayne is going into a trap. With Lalo's Cellphone, Lupe - "El Diplomatico", discovers that Isa is very "close" to the mayor. They've been exchanging passionate messages lately. Wayne is with the Federation, but he sees a message from Isa warning about the ambush. Isa saves Wayne and the two run away. La Toranja calls the Cartel saying Wayne has escaped. Pastor sent the address from Wayne's apartment to him. Lalo escapes and he finds the La Toranja's family, who were also kidnapped. Bautista kills La Toranja's Wife and son. The Federation follows Isa and Wayne to Wayne's home and a new shooting begins. Wayne is shot. When Federation men enter Wayne's home, he fires the bomb he has hidden in the front door. Bautista tries to convinces Lalo to work for him - otherwise, Isa will be killed. At Wayne's apartment, the shooting against the Federation continues. The Taks Force comes to the rescue. Everyone in the Federation is dead. Admiral Romero saves Wayne. Bautista tries to convince his son Lalo to follow in his footsteps. Basically they are the same. They want a better life for the poor people. Lalo pretends to agree with Bautista, and kills him. Lupe will k..l Lalo but, Pastor kills Lupe first - and tells Lalo to leave. Pastor wayonly asks Lalo to never forget that he saved his life today. Wayne is taken to the hospital by Romero and Isa. He is ok. Admiral Romero sends Isa to rest. He will stay with Wayne.

A new dispute will begin at the Cartel. Ofelia calls Lalo. She wants to know she can go home now that Bautista is dead. Claudia calls Isa. The USA will fight back the attack suffered by her and Wayne the night before. The DEA will conduct a joint operation with the Mexican Navy to capture El Regio, the leader of the Federation. Isa says that the Federation was deceived by Bautista. The US should go after Pastor and El Chente, the last leaders of the Guerrero Cartel. Claudia says that it doesn't matter, because the Federation shot them. Isa says this could be a cartel ambush. How did they get the location of the Federation leader so fast? Isa does not want to participate in the mission and Claudia surprises her. She was decorated by the CIA. Lalo is going to talk to Raul Ponce, uncle of one of the boys who are being accused of grape by Jimena. Raul is an important political journalist. He wants to know what Lalo thinks if the press starts talking well about one politician and badly about another? But, Lalo is not willing to make any arrangements. Lalo tells Veronica that he's going to ask for a divorce. At home, Lalo turns off all hi..n c..ras and wiretaps. He discovers a different, more sophisticated wiretap - the one that Isa installed. Lalo tells Ofelia that someone else was spying on them.Ofelia remembers the day she saw Isa in the room. The CIA operation is successful and El Regio is killed. Federation is officially over. Lalo begins to investigate whether Isa is a CIA agent. At the hospital, Isa and Wayne talk about the future. Wayne says he plans to return to Washington. Isa says she returned to Mexico thinking about changing things, but she is disappointed with the results. She says she thinks about leaving the CIA.

Lalo gives up asking for a divorce. He and Veronica seal a new pact. Days have passed and Isa finds out that Lalo is still married to Veronica. Isa loses control and takes drugs again. Isa discovers that the wiretap that she installed at Lalo's house has been disabled. She thinks Lalo found out that she is a spy. She warns Wayne. Wayne and Isa begin to review all recordings made at Lalo's home. It is the big day of the Art Exposition. All the country's great authorities are there, including the President. Isa finds the audio of the conversation between Lalo and Veronica. Isa finds out the truth. Lalo really worked for Bautista. Isa goes to the Art Exposition. She tells Lalo that she found out that he worked for Bautista. She shows the recording to Lalo. Lalo denies that it is him. He says that spying on the mayor is not well regarded in Mexico. Isa shows the recording to Wayne. They finally found out that Lalo was working with Bautista. Lalo is outside talking to the President, when the President is shot. Lalo is saved by security. The President died. Veronica says to Lalo: "We don't have much time to make you president ."
