James Bond is out on his own and out for revenge.

After capturing the notorious drug lord Franz Sanchez, Bond's close friend and former CIA agent Felix Leiter is left for dead and his wife is murdered. Bond goes rogue and seeks vengeance on those responsible, as he infiltrates Sanchez's organization from the inside.

James Bond (Timothy Dalton) is The best man of Leiter and Della. 
While Leiter is outside with the guests. Bond and Della are jostled by another couple.
Della takes advantage of this little incident and being in his arms to give him a kiss on the mouth! and let him know that it is tradition for the bride to kiss the best man!

"That's a custom. You see, the bride always gets to kiss her best man."

Bond tells her "I thought it was the other way around."

della says 'Oh' and gives him another kiss!

(This one, she’s not married yet, and she’s already starting to ...)

Once the ceremony is over, Bond is the last to leave. He is escorted to the door by the newlyweds.
Just as James is getting ready to leave, she tells him to wait. She looks at her husband and says:

"Oh, James! I wanted you to have something. You know the tradition? The next one who catches this is the next one who..."

She raises her wedding dress to reveal her thighs. She removes the Garter she wore during the entire ceremony. The husband is not at all bothered by this! he is even all smiling. (He doesn’t know that Della and Bond exchanged a kiss before)

Bond refuses and tells her no, then heads to his car.
della insists and throws the Garter at him. Bond cannot refuse: he grabs it.

(She really wants to give him this Garter. What is he going to do with it, jerk off with it!)
